Deputy Project Manager - Federal IT
Job Description Summary
We are seeking an experienced Deputy Project Manager to support a fast-paced Internal Revenue Service (IRS) federal contract. Working closely with the Project Manager (PM) and the Project Control Specialist (PCS), the Deputy Project Manager (DPM) provides competent leadership and responsible project/program direction through successful performance of a variety of detailed, diverse elements of software development and project management from business requirements analysis, design, software coding, testing, production deployment and burn-in/maintenance.
Along with the PM, the DPM actively directs/ coordinates the efforts of all employees, associated subcontractors, team members, and vendors, managing all work performed for the project, coordinating staffing requests from IRS stakeholders and managing the contract financial performance. When the PM is unavailable, the DPM is acting and handles action items.
Location of work is remote in US. Candidates will ideally be within driving distance to IRS Federal Buildings in Austin, TX, Farmers Branch, TX or Lanham, MD. Local candidates in those areas may attend meetings occasionally at the IRS facility.
•Assist the IRS MasterFiles Director in the maintenance of the MasterFiles programs
•Develop processes and plans to ensure the smooth operations of IRS MasterFiles branches
•Assist the IRS in developing lifecycle artifacts, and Business Case and budget justification/verbiage
•Assist the IRS in Risk Management process, and support responses for TIGTA and GAO audits
•Plan, organize, direct and monitor the execution of plans to effectively manage contract cost, schedule, scope, quality and risk. Ensure contract requirements and contract deliverables are met while applying both IRS and Maximus policies, procedures and guidelines.
•Organize, direct, and coordinate the planning and production of all support activities and resource needs, and assign duties and responsibilities to staff
•Communicate effectively both in writing and verbally with employees, IRS stakeholders such as the Government Task Manager (GTM), Contracting Officer’s Representative (COR), subcontractors, and Corporate Management staff such as Accounting, Contracts, Pricing, HR and IT
•Monitor and oversee that employees and subcontractors are on track with their deliverables and if slippage occurs, take action to get them back on track
•Develop and deliver monthly financial and project management reports and government status reports
•Coach, mentor, motivate and supervise project team members employees and subcontractors, and influence them to take positive action and accountability for their assigned work
•Utilize project management tools to meet required project objectives and reporting requirements
•Simultaneously plan, monitor and execute highly technical projects and oversee completion of tasks, report risks/issues and identify mitigation within estimated time frames and budget constraints
•Monitor contract financial management reports to include completion of budget forecasts, budget execution, monthly financial reviews, and identification and tracking of funding issues
•Ensure compliance with contractual processes and requirements, and federal and state laws related to employment and hiring
•Assist with Business Development efforts, such as proposal team reviews or authoring response to sections of project work statements, as needed
MINIMUM QUALIFICATIONS
•Bachelor's Degree from an accredited college or university (or additional four [4] years of related experience in lieu of degree) required
•At least seven (7) years of related experience
•Must have demonstrated experience leading Federal projects across various domains at an enterprise level, satisfying IT requirements, meeting schedule, budget, and quality objectives while managing risk
•Experience with developing and presenting standard and ad hoc reports and briefings for executive leadership
•Experience using automated financial tracking tools and reporting
•Experienced in managing subcontractors from multiple companies
•Experienced in CMMI-Dev and/or CMMI-Services processes and procedures
•Demonstrated ability to work in a dynamic environment, requiring flexibility and excellent customer service skills
•Experience with the Microsoft Office Suite (Word, Excel, PowerPoint, Project)
•Excellent organizational, written, and verbal communication skills
•Ability to perform comfortably in a fast-paced, deadline-oriented work environment
•Ability to work as a team member, as well as independently
PREFERRED QUALIFICATIONS:
•Experience working at IRS in a senior manager position or higher level
•PMP Certification
•Experience with IRS Software Development Life Cycle (SDLC) and Enterprise Life Cycle (ELC)
•Experienced using CostPoint/Cognos Reporting tool
•Experience with Visio
•Experience with SharePoint
•Experience with Earned Value Management
Additional Requirements as per contract/client:
•Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI is a plus)
•Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years, and be Federal Tax compliant
